\n<\/span><\/span><\/b>RACING RULES<\/span><\/b><\/p>\n

Club Racing will be governed by the
\n2021-2024 Racing Rules of Sailing (RRS) of World Sailing and the Australian
\nSailing, Special Regulations Part 2 for \u201cOff the Beach Boats\u201d, except as any of
\nthe Racing Rules, and Special Regulations Part 2 are altered, the means thereof
\nbeing prescribed in these Sailing Instructions.<\/span><\/p>\n

1.1\u00a0 <\/span><\/span>The Racing Rules of Sailing came into effect in Australia from 1 January 2021<\/span><\/p>\n

1.2\u00a0 <\/span><\/span>The
\nAustralian Sailing Special Regulations came into effect from 1 July 2017 and
\nare valid until 30 June 2021<\/span><\/p>\n

\n<\/span><\/span><\/b>DECISION
\nTO RACE<\/span><\/b><\/p>\n

The
\nresponsibility for a boat\u2019s decision to race or to continue racing is hers
\nalone<\/span><\/b>.<\/span><\/p>\n

\n<\/span><\/span><\/b>ELIGIBILITY,
\nENTRY & REGISTRATION<\/span><\/b><\/p>\n

3.1
\n<\/span><\/span>Member\u2019s boat\u2019s must be on
\nthe Club Register and crewed by financial <\/span>members of
\nthe Lysterfield Sailing Club Inc, members having an Australia Sailing, Sailor
\nIdentification Number.<\/span><\/p>\n

3.2\u00a0 <\/span><\/span>Members,
\nor their delegated representative, must indicate their intention to race by completing
\nand signing the official entry form (Sign On sheet (s)) no later than 15 minutes <\/b>prior to the start of the
\nDivision in which the members boat is competing.<\/span><\/p>\n

3.3\u00a0 <\/span><\/span>A
\nboat not signed on will be scored as a \u201cDid Not Start\u201d.<\/span><\/p>\n

3.4
\n<\/span><\/span>Visitors are eligible to
\nrace and enter by the payment of an appropriate fee and by indicating their
\nintention to race by completing and signing the official entry (Sign On sheet
\n(s)) no later than 15 minutes<\/b> prior
\nto the start of the Division in which the Visitors boat is competing A visitor
\nmust provide evidence that he or she has a current Australian Sailing current
\nSailor Identification Number. Visitors shall pay an entry fee for each Club
\nrace entered.<\/span><\/p>\n

The official Club
\nRacing Schedule is as displayed on the Club Notice Board with formal notification
\nbeing provided to members by post, electronic media and \/ or on the Club\u2019s
\nwebsite at www.lysterfieldsailing.com.au<\/i><\/b><\/a>.
\nRacing will take place in accordance with the Schedule. Except for re-sails,
\nthe Schedule will not be changed, unless one week\u2019s notice of change is given
\nby a notice on the Club\u2019s Notice Board and \/ or by a formal notification to
\nmembers.<\/span><\/p>\n

\nmark may be the Finish mark or an alternative mark designated by the Race
\nOfficer. A clearance mark, or buoy, may be set off astern or abeam of the
\nStarting Boat, and no boat may pass between this clearance mark or buoy, and

\nshall promptly display Flag \u201cX\u201d with one sound. The flag shall be displayed
\nuntil all such boat\u2019s have sailed completely to the pre-start side of the
\nstarting line or one of its extensions and have complied with Rule 30.1 if it
\napplies, but no later than four minutes after the starting signal or one minute
\nbefore any later starting signal, whichever is the earlier. If rule 30.3
\napplies this rule does not.<\/span><\/p>\n

10.2
\n<\/span><\/span>General
\nRecall \u2013 Rule 29.2 <\/span><\/i><\/p>\n

When at the
\nstarting signal the race committee is unable to identify boats that are on the
\ncourse side of the starting line or to which Rule 30 applies, or there has been
\nan error in the starting procedure, the race committee may signal a general
\nrecall by the display the First Substitute with two sound signals. The warning
\nsignal for the new start for the recalled Division shall be made one minute
\nafter the First Substitute is removed (one sound) and the starts for any
\nsucceeding Division (s) shall follow the new start.<\/span><\/p>\n

11\u00a0\u00a0 <\/span><\/span><\/b>STARTING PENALTIES<\/span><\/b><\/p>\n

11.1
\n<\/span><\/span>The \u201cI\u201d
\nFlag Rule (Rule 30.1 refers) <\/span><\/i>When an \u201cI\u201d flag is
\ndisplayed, and any part of a boat\u2019s hull, crew or equipment is on the course
\nside of the starting line or one of its extensions during the last minute<\/i><\/b>
\nbefore her starting signal, she shall thereafter sail from the course side
\nacross an extension to the pre-start side before starting.<\/span><\/p>\n

11.2
\n<\/span><\/span>The \u201cZ\u201d
\nFlag Rule (Rule 30.2 refers).<\/span><\/i> If a \u201cZ\u201d flag is
\ndisplayed, no part of a boat\u2019s hull, crew or equipment shall be in the triangle
\nformed by the ends of the starting line and the first mark<\/i> during the last<\/i><\/b> minute<\/i><\/b> before her starting signal.
\nIf a boat breaks this rule and is identified she shall receive, without a
\nhearing, a 20% Scoring Penalty calculated as stated in rule 44.3\u00a9. She shall be
\npenalized even if the race is restarted or re-sailed, but not if it is postponed<\/i> or abandoned<\/i> before the starting signal. If she is similarly
\nidentified during a subsequent attempt to start the same race, she shall
\nreceive an additional 20% Scoring Penalty.<\/span><\/p>\n

12\u00a0\u00a0 <\/span><\/span><\/b>SHORTENING OR ABANDONING
\nAFTER THE START<\/span><\/b><\/p>\n

12.1
\n<\/span><\/span>After the starting signal, the Race Officer may
\nshorten the course by displaying Flag \u201cS\u201d and the relevant Numeral Pennant (s)
\nwith two sound signals or abandon<\/i> the
\nrace by displaying Flag N, N over H or N over A and the relevant Numeral
\nPennant (s) with three sound signals as appropriate:<\/span><\/p>\n

\u25cf\u00a0\u00a0\u00a0 because of an
\nerror in the starting procedure;<\/span><\/p>\n

\u25cf\u00a0\u00a0\u00a0 because of foul
\nweather;<\/span><\/p>\n

\u25cf\u00a0\u00a0\u00a0 because of
\ninsufficient wind making it unlikely that any boat will finish in the time
\nlimit;<\/span><\/p>\n

\u25cf\u00a0\u00a0\u00a0 because a mark
\nis missing or out of position;<\/span><\/p>\n

\u25cf\u00a0\u00a0\u00a0 for any other
\nreason directly affecting the safety or fairness of the competition. <\/span><\/p>\n

12.2
\n<\/span><\/span>However, after one boat has sailed the course
\nand finished<\/i> within the time limit,
\nthe Race Officer shall not abandon<\/i>
\nthe race without considering the fairness of the competition applicable to all
\nboats remaining in the race<\/span><\/p>\n

12.3
\n<\/span><\/span>If the Race Officer signals a shortened course,
\nnotice will be drawn to the displaying of Flag \u201cS\u201d and the relevant Divisional
\nNumeral Pennant on the committee boat at or near or on a rounding mark. The
\nshortened course signal accompanied by two sound signals shall be made as the
\nleading boat in the relevant Division approaches the mark to be rounded. Boats
\nin the relevant Division shall round this mark on the required side and proceed
\ndirectly to the finishing line. If no Divisional Numeral Pennant is displayed,
\nall Divisions shall shorten course. (This changes Rule 32.2).<\/i><\/b><\/span><\/p>\n

13\u00a0\u00a0 <\/span><\/span><\/b>TIME LIMIT<\/span><\/b><\/p>\n

13.1
\n<\/span><\/span>In each Division all boats must finish within
\none (1) hour of the finishing time of the first yacht to finish in that
\nDivision. The first yacht in each Division must finish within two (2) hours of
\nits starting signal.(This changes Rule 35).<\/i><\/b><\/span><\/p>\n

13.2
\n<\/span><\/span>The Race Officer may extend the time limit by
\nnot more than 30 minutes toenable a fair result. If the leading boat in a
\nDivision fails to finish within the extended time limit, the race for that
\nDivision will be abandoned.<\/span><\/p>\n

13.3
\n<\/span><\/span>If the first boat in a Division finishes within
\nthe time limit, any other boat in that Division that fails to finish within the
\ntime limit, or such extended time limit, will be recorded as \u201cDid Not Finish\u201d. (This
\nchanges Rule 35).<\/i><\/b><\/span><\/p>\n

14\u00a0\u00a0 <\/span><\/span><\/b>SAILING THE COURSE<\/span><\/b><\/p>\n

14.1
\n<\/span><\/span>A boat shall start<\/i>,
\nsail the course, described in these sailing instructions and finish.<\/i> While doing so, she may leave on
\neither side a mark<\/i> that does not
\nbegin, bound or end the leg she is sailing. After finishing<\/i> she need not cross the finishing line completely. (Rule
\n28.1)<\/span><\/p>\n

14.2
\n<\/span><\/span>A string representing a boat\u2019s track from the
\ntime she begins to approach the starting line from its pre-start side to start<\/i> until she finishes<\/i> shall, when drawn taut;<\/span><\/span><\/p>\n

\u25cf
\n<\/span><\/span>pass each mark
\n<\/i>on the required side and in the correct order;<\/span><\/p>\n

\u25cf
\n<\/span><\/span>pass each rounding mark, and;<\/span><\/p>\n

\u25cf
\n<\/span><\/span>pass, where applicable, between the marks<\/i> of a gate from the direction of
\nthe previous mark.<\/i><\/span><\/p>\n

She may correct any errors to comply with
\nRule 28, provided she has not finished.<\/i><\/span><\/p>\n

14.3
\n<\/span><\/span>The normal finishing line is an imaginary line
\nfrom the Control Tower on the shore to the designated start \/ finish mark. A
\nboat finishes when any part of her hull, or crew or equipment in the normal
\nposition, involves sailing from the last mark of the course and sailing through
\nthe finishing line.<\/span><\/p>\n

14.4
\n<\/span><\/span>A boat does not have to cross the line
\ncompletely, and is still racing until it has cleared
\nthe finishing line and finishing marks and having cleared the line shall not
\ninterfere with boats that are still racing. <\/span><\/span><\/p>\n

15\u00a0\u00a0 <\/span><\/span><\/b>DECLARATIONS<\/span><\/b><\/p>\n

All competitors
\nmust sign the sign off sheet (s) within 15 minutes of finishing in its
\nDivision, or upon withdrawing from the race. The act of signing off will be
\ntaken as a declaration that the Sailing Instructions have been complied with.<\/span><\/p>\n

The crew withdrawing
\nmust indicate on the sign off sheet (s) DNS \u201cDid Not Start\u201d or DNF \u201cDid Not
\nFinish after his \/ her signature. This acts as a safety check.<\/span><\/p>\n

16\u00a0\u00a0 <\/span><\/span><\/b>PENALTIES AT TIME OF
\nINCIDENT<\/span><\/b><\/p>\n

A boat may take a Two-Turns Penalty when
\nshe may have broken one or more rules of Part 2 of the Racing Rules of Sailing,
\nin an incident while racing.<\/i> She may
\ntake a One -Turn penalty when she may have broken Rule 31. After getting well
\nclear of other boats as soon after the incident as possible, a boat shall take
\na One-Turn or Two-Turns Penalty by promptly making the required number of turns
\nin the same direction, each turn including one tack and one gybe. When a boat
\ntakes a penalty at or neat the finishing line, it shall sail completely to the
\ncourse side of the line before finishing<\/i>.<\/span><\/p>\n

17\u00a0\u00a0 <\/span><\/span><\/b>PROTESTS<\/span><\/b><\/p>\n

17.1
\n<\/span><\/span>Protests must be lodged in writing on the
\nprescribed Protest Form with the Officer of the Day within one hour <\/b>of the finishing time of the last boat of the relevant
\nDivision. No fee applies. Protests must be lodged in accordance with the provisions
\nof Part 5 of the Rules. <\/span><\/p>\n

17.2
\n<\/span><\/span>Parties to the protest shall make themselves
\navailable for a hearing on the day of the incident. Unless an acceptable reason
\nfor non \u2013 attendance is submitted, the hearing will proceed in absentia.<\/i><\/span><\/p>\n

\n<\/span><\/span>At least three races must be completed to
\nconstitute a series<\/span><\/p>\n

18.5
\n<\/span><\/span>The lowest total points
\nscore wins. The points for Race Ties and Series Score Ties will be determined
\nin accordance with Rules A7 and A8.1 and A8.2 respectively.<\/span><\/p>\n

18.6
\n<\/span><\/span>Pennants may be awarded to visiting yachts, but
\nvisitors\u2019 performances shall be disregarded for the purposes of determining a
\nClub race series placing and points, except the Club\u2019s Winter Race Series.<\/span><\/p>\n

The following
\nadditional clauses shall also apply to Race Series Scores:<\/span><\/p>\n

18.7
\n<\/span><\/span>The Race Officer and Duty Crew for a series race
\nshall receive average points across races sailed in a series where duty is
\ncompleted and recorded. There shall be a limit of two such claims per series
\nunless otherwise approved by the Club Committee.<\/span><\/p>\n

18.8
\n<\/span><\/span>A boat competing in a designated class
\nassociation or Australian Sailing\/Yachting Victoria events (same class) on the
\nsame day as a Club series race may, within one week of the event concerned,
\nclaim average points across races sailed in the Club series. Only one such
\nclaim per series is allowed.<\/span><\/p>\n

19\u00a0\u00a0 <\/span><\/span><\/b>RACE SERIES SCORE<\/span><\/b><\/p>\n

19.1
\n<\/span><\/span>Handicapping will be carried out under Yachting
\nVictoria\u2019s Yardstick System<\/span><\/p>\n

19.2
\n<\/span><\/span>A boat racing for the first time will be placed
\non the Yachting Victoria Yardstick of its applicable class of boat. This
\napplies to new members and existing members racing a different class of boat.<\/span><\/p>\n

19.3
\n<\/span><\/span>Handicapping will be the average of three
\nhandicaps in the last five handicap races, dropping highest and lowest. At the
\nbeginning of the season the results from handicaps gained in the previous
\nseason will be included for calculation.<\/span><\/p>\n

19.4
\n<\/span><\/span>Any boat not starting in four consecutive
\nhandicap races will lose its personal handicap and revert to the yardstick of
\nits particular class of boat.<\/span><\/p>\n

19.5
\n<\/span><\/span>Some classes of boats may be sailing well below
\nthe Yachting Victoria Yardsticks. This is mainly due to the relatively flat conditions
\non the Lysterfield Lake. The Yachting Victoria yardsticks are largely
\ncalculated under Port Phillip Bay conditions and to overcome any class of boat
\nhaving an unfair advantage or disadvantage, the Club Committee may consider \/
\napprove the adjustment of the Yachting Victoria yardstick of a particular class
\nof boat.<\/span><\/p>\n

20\u00a0\u00a0 <\/span><\/span><\/b>ELIGIBILITY FOR TROPHIES<\/span><\/b><\/p>\n

20.1
\n<\/span><\/span>The number of trophies awarded in a race series
\nwill be dependent upon the number of competing entrants in that race series.
\nWhere the number of entrants is from one to three boats, only a first place
\ntrophy will be awarded. Where the number of entrants is four to five boats,
\nfirst and second trophies will be awarded. For six or more entrants in a race
\nseries, first, second and third place trophies will be awarded.<\/span><\/p>\n

20.2
\n<\/span><\/span>These limitations will apply to all race series
\nsailed and to all Divisions, except Division 4, where trophies will be awarded
\nto first, second and third places as appropriate, regardless of the number of
\nentrants competing.<\/span><\/p>\n

For the purpose of
\nthis Sailing Instruction the \u201cNumber of Entrants\u201d shall mean the total number
\nof different crews that competed during the race series.<\/span><\/p>\n

If there are no entrants in one third or more of the races in a
\nseries for a Division, no race series trophies will be awarded for that
\nDivision.<\/span><\/i><\/p>\n

21\u00a0\u00a0 <\/span><\/span><\/b>SAFETY<\/span><\/b><\/p>\n

21.1
\n<\/span><\/span>The safety of a boat and her crew is the sole
\nand inescapable responsibility of the owner and the
\nperson in charge who must do their best to ensure that the<\/span> boat is
\nstructurally sound, thoroughly seaworthy and manned by an experienced crew who
\nare physically fit to face the expected conditions. The owner and the person in
\ncharge must be satisfied as to the soundness of the hull, spars, rigging sails
\nand all gear. The owner and the person in charge must ensure that all safety
\nequipment is properly stowed and that the crew knows how to use it.<\/span><\/p>\n

21.2
\n<\/span><\/span>Neither the establishment of the Australian
\nSailing, Special Regulations, Part 2 for \u201cOff the Beach Boats\u201d their use in
\napproved Club events, nor the inspection of a boat under these Regulations in any
\nway limits or reduces the complete and unlimited responsibility of the owner
\nand the person in charge.<\/span><\/p>\n

22\u00a0\u00a0 <\/span><\/span><\/b>DUTY OF CARE<\/span><\/b><\/p>\n

Notwithstanding
\nthe provisions of Fundamental Rule 4 \u201cDecision to Race\u201d that states \u201cThe
\nresponsibility for a boat\u2019s decision to race or to continue racing is hers<\/i><\/b>
\nalone\u201d
\n<\/i><\/b>the Lysterfield Sailing Club Inc will however, owe a Duty of Care to
\nparticipants in races and associated activities where there is a reasonable
\nforeseeable risk of harm or injury to participants as a result of the actions
\nof the Club and its Officials. <\/span><\/p>\n

In exercising this
\nDuty of Care, the law requires the Club and its Officials to take reasonable
\nsteps to reduce the likelihood of injury to participants as a result of those
\nrisks that are reasonably foreseeable.<\/span><\/p>\n
